公股受限緊箍咒 不能賣台灣高鐵股
台灣高鐵在載運量及營收持續增長下，股價已突破40元關卡，民股大股東紛紛出脫持股，但公股及泛公股企業共持有的63.9%股權，礙於立法院決議不得出脫獲利，即使政府想全民釋股，也須先解除立法院決議不得移轉的緊箍咒。台灣高鐵近三年都獲利，年年配發現金股利，2016至2018年配發每股0.65、0.6和0.75元，擁有30億股的公股及泛公股，共配發60億元現金股利，今年台灣高鐵已產品春節送禮推薦公告將配發每股1.12元現金股利，泛公股又可取得33.6億現金，對國庫不無小補。. } }); } 據指出，三年多前台灣高鐵辦理財改案時，政府出資300億元認購新股，每股10元，以上周五（17日）收盤價40.15元計算，公股與泛公股大賺四倍多，投資報酬率極高。當年交通部有意在完成財改方案後，鑒於穩定經營權，新股至少設下五年不動的「閉鎖期」，之後即可視情況辦理全民釋股，但立法院交委會於通過財改案的同時做出「高鐵公股及泛公股不得移轉」決議。
